Rep. Young Champions the Harry T. & Harriette V. Moore Florida Voting Rights Act (HB 1419)

TALLAHASSEE, FL — State Representative RaShon Young has filed House Bill 1419, the Harry T. and Harriette V. Moore Florida Voting Rights Act, alongside State Senator LaVon Bracy Davis (SB 1598). This landmark legislation would make Florida a national leader in protecting and expanding access to the ballot for every eligible voter.

Honoring a Legacy of Courage

The bill is named in honor of Harry T. Moore and Harriette V. Moore — Florida civil rights martyrs who were assassinated on Christmas Day, 1951, for their tireless work registering Black voters across Florida. At the time of their deaths, Harry T. Moore had registered more than 100,000 Black voters, achieving the highest Black voter registration rate in the entire South. Their sacrifice deserves to be honored with action.

"Harry T. and Harriette V. Moore gave their lives so that Black Floridians could have a voice," said Rep. Young. "The least we can do is make sure every eligible voter in this state can actually use that voice. HB 1419 is about finishing what they started."

What HB 1419 Would Do

The Moore Florida Voting Rights Act includes the following key provisions:

  • Automatic voter registration for all eligible Floridians

  • Same-day voter registration on Election Day

  • Permanent vote-by-mail request options for all voters

  • Preclearance protections to prevent discriminatory changes to voting rules before they take effect

  • Expanded language access for voters who speak languages other than English

  • A public database allowing returning citizens to track requirements for restoring their voting rights

  • Elimination of the state's Office of Election Crimes and Security, which has been used to intimidate voters

Three Years in the Fight

This is the third consecutive year this legislation has been introduced in the Florida Legislature. Rep. Young is committed to continuing to push this bill forward until it becomes law — because the right to vote is the foundation of everything else.
